COUNTRY FINANCES INTERNAL CONTROL PROFESSIONAL - CUSTOMS COMPLIANCE

Objective:

To support the development of the new US/Canada imports customs compliance department. The customs compliance role entails on job training, growth in areas of U.S. and Canadian Customs Regulatory Compliance.

 

The activities and responsibilities are distributed among two Customs Compliance Analyst as we move to a more robust compliance department and develop internal training and knowledge.

 

 

The Customs Compliance Analyst role(s) independently support in all aspects of customs compliance regarding the import and export of goods in the U.S. and into Canada for six US OPmobility facilities.

 

Core Responsibilities:

 

  • Tracking and support of all inquiries pertaining to import/export compliance matters.
  • Audit of import entries and export filings.
  • Communicate with suppliers, clients, and internal teams to provide import compliance information on shipment status and resolve any US Customs and Canada Border Services Agency (CBSA) issues that may arise.
  • Assistance with product classification under the Harmonized Tariff Schedule of the United States (HTSUS) and the Canadian HTSC. (both in training)
  • Assistance with landed-cost analysis by providing duty rates and other fees applicable to the products at time of import.
  • Assistance country of origin determination.
  • Assistance determination other regulatory requirements (e.g., Partner Government Agency (PGA) oversight, Antidumping and Countervailing Duties (ADD/CVD), Toxic Substances Control Act (TSCA), etc.) for imported and exported products.
  • Assistance with to ensure customs brokers are aligned with Opmobility import and export Standard Operating Procedure (SOP).
  • Maintain a clear communication with customs brokers and internal teams by distribution and publication of the update Tariff Material Master Database (TMM) file.
  • Duty validation, tracking and reconciliation weekly and monthly US entry reports data and Canada Border Services Agency Assessment (CBSA).
  • Assistance with implementation of metrics, policies, procedures, and work instructions in compliance with customs recordkeeping regulations - including the creation and maintenance of a comprehensive database for all entry and export records.
  • Assistance in the Free Trade Agreement (FTA) qualification by understanding the Rules of Origin; Country of Origin / Manufacture affidavits, American Automobile Labeling Act (AALA).
  • Onboarding subcontracted partner that is assisting with OPmobility’s customer FTAs. Respond to customer requests for FTA certificates of origin as well as other requested documentation pertaining to various U.S. programs (e.g., Corporate Average Fuel Economy (CAFE), American Automobile Labeling Act (AALA), Buy America).
  • Maintenance of pertinent backup documentation, including but not limited to, bills of materials (BOMs), prints, engineering drawings, supplier data base per component, etc.
  • Confirmation of current information and maintenance of a comprehensive database of HTSUS classifications for all Opmobility U.S. facilities – Raw Materials, Finished Goods, Components, and Dunnage
  • Conduct supplier solicitation and validation of supplier’s certificate of origin documentation
  • Creation and maintenance of annual solicitation spreadsheet of all parts solicited.
  • Assistance in gathering data to support US Customs Border and Border Protection audits.
